Responsibilities

  • Implementing policy decisions made by the City Council
  • Preparing recommended budgets
  • Coordinating city operations and programs
  • Appointing and supervising city personnel
  • Enforcing municipal laws and ordinances
  • Recommending improvements in operations for the City of Deer Park

James Stokes began his career with the City of Deer Park in April 2010. He holds a Bachelor of Arts degree in Political Science from Abilene Christian University and a Master of Public Policy and Administration degree from Baylor University. He also attained the Credentialed Manager certification from the International City Management Association. He is a member of the International City Management Association, the Texas City Management Association, and serves on the Board of Directors for the Texas Municipal League Intergovernmental Employee Benefits Pool.
