Sandra Watkins began her career with the City of Deer Park in 1985. She graduated from Massey College of Business and has completed the Texas Municipal Clerks Certification Program. She is a Texas Registered Municipal Clerk and an IIMC Certified Municipal Clerk. Sandra is a member of the Texas Municipal Clerks Association, the International Institute of Municipal Clerks, and the Texas Association of Notaries. She serves on the Deer Park Metro Go Texan Committee, the Pasadena Livestock Show and Rodeo Committee, the Deer Park Chamber's Salute to Education Committee, Annual Golf Tournament Committee, and Annual Banquet Committee. Sandra is also a member of the Deer Park Local Emergency Planning Committee where she serves as Secretary/Treasure, and as a member of the Community Awareness Subcommittee. |
The
City Secretary's office is responsible for maintaining the official
records of the City. The office is also tasked with the responsibility
of administering municipal elections, the Public Information Act and Open Meetings Act, and issuing license and permits.

Agendas
The City Secretary assists the City Manager in the preparation
of Council Agendas which are prepared and posted 72 hours
prior to Council meetings. The City Secretary also coordinates
Planning and Zoning Commission Agendas and Public Hearing Notices
with the Public Works Director and posts these agendas
on the Thursday preceding meetings held the first and third Monday
of each month.

Public
Information
The City of Deer Park has established guidelines in accordance
with the Public Information Act (formerly Open Records Act) to ensure
that all records in the possession of and pertaining to the operation
of the governmental body are available to the public through a systematic
and centralized process. The City Secretary/Records Management Officer
has the authority for releasing records in accordance with the Public
Information Act with the exception of the Fire Department, Municipal
Court and Police Department records.

Elections
Elections for the City Council are held on the second Saturday of May each year. The Mayor and Council Positions 1, 2, and 3 are elected in odd numbered years, and Council Positions 4, 5, and 6 are elected in even numbered years. The terms of office are two years.
Those wishing to seek election should contact the City Secretary at 281-478-7248 as to candidate requirements, filing fees, and a schedule of the election process.
Permits
Flyer/Pamphlet/Brochure Permits - Soliciting
door-to-door within the corporate limits of Deer Park is prohibited,
however, persons or businesses wishing to advertise their
business may do so by obtaining a flyer permit. A permit can be
obtained for a 10-day, one month or one year period.
Electrical License/Permits - All apprentice, journeyman and master electricians
who will perform any type of electrical work within the City of
Deer Park must register their license with the City Secretary. For information on electrical license and insurance requirements contact the City Secretary, and for information on electrical permits contact the Planning and Development Department. Individual electrical license expire December 31 of each year.
Online Forms
Taxi Permits - a taxi business license is issued by the City Secretary upon approval by City Council of an application to operate a taxi business within the corporate limits of Deer Park. A license is required for each taxi at a rate of $50.00 each, and all license expire December 31 of each year.
Taxi License - an individual taxi driver license is obtained through an application process provided the taxi driver
s employed by an approved taxi business. License fees are $10.00
and expire December 31 of each year.
Tow Truck License - are required for any tow truck business located within the corporate limits of Deer Park. Those wishing to secure a license to be placed on the Police Department rotation list for non-assisted towing must meet the State requirements pertaining to storage facilities, be registered with the State and have current license, registration and applicable insurance. The license fee is $100 for first Tow Truck and $50 for each subsequent Tow Truck. Tow Truck license expire February 28 of each year. |
