RE: Award of Contract for the Construction of the City of Deer Park Emergency Operations Center (EOC) Expansion and Police Department Renovations, Project ID # 3838-19-2.
Competitive Sealed Proposals for the Emergency Operations Center (EOC) Expansion and Police Department Renovations were received on Thursday, October 6, 2022. Proposals were solicited under the Competitive Sealed Proposals (CSP) method pursuant to Chapter 2269, Subchapter D, Texas Government Code. Proposals were received from Durotech, Inc., Frost Construction, and Horizon International Group.
The City Council established a Proposal Review and Selection Recommendation Committee to review, evaluate, score and rank the proposals and make a recommendation to award the bid. This committee was comprised of the City Manager, Police Chief, Police Captain, Public Works Director, Assistant Public Works Director, Emergency Operations Director, and Finance Director/Assistant City Manager.
The Committee met as a group on November 1, 2022 to score proposals submitted by the three firms and make a recommendation to City Council to award the contract. The Committee scored the proposals in accordance to the criteria contained in the Request for Proposals (RFP). The monetary proposals (cost) are one of the weighted factors used in determining which represents “best value”. The selection criteria and maximum weighting outlined in the RFP was as follows:

Based on the above scoring and ranking, at the November 15, 2022 City Council Meeting, the Committee recommended and the City Council awarded the contract to the top ranked offeror, Durotech, Inc., on its proposal cost of $6,990,000.
