This Medeco restricted locking system guards against unauthorized key duplication. Keys are not available to locksmiths or lock distributors; only the Knox Company can supply these keys. To start new utility service you will need to fill out an application and have a valid form of identification such as a driver’s license, a state ID, a passport, a TWIC card, or a Federal ID if a business. There is a $125 deposit for residential service and a commercial deposit based on the type of business being set up, the deposit varies from $125 to $1,000 or more.
The deposit can be waived for residential service only as long as the customer can provide evidence from their previous water utility that they had water service in the past 12 months without any late fees. Bring the application and ID with the deposit to the Water Department in city hall 710 E San Augustine St during working hours 8 a.m. to 5 p.m. Monday through Friday. How to Read Your Water Meter and Check for Leaks Check Your Meter Below are instructions on how to check your meter to find out how much water is going through the meter. Knowing the volume of water will help you determine the amount of water you are using or the possible size of a leak.
- This test should be conducted for a 60 minute period, during which time no water is being used at your location.
- Find your water meter, in some cases the meter is located in the backyard, but typically it is located in a covered box in the front of the house close to the sidewalk or street.
- Write down the numbers indicated on the meter dial at the start of this test. Also notate the position of the sweep hand on the front of the meter.
- Return to check the meter reading after 30 minutes have passed and again after 60 minutes.
- If the numbers have not changed, it is probable that you do not have a leak in your water lines or perhaps the leak is intermediate.
- If the numbers have changed without your using any water, you may have a leak. The meter readings work similar to the odometer on a car. To determine the amount of water going through the meter you can subtract the original numbers from the current reading to determine how many gallons have gone through the meter. The usual residential meter will show thousand gallons increments on the dial with the numbers that have a white background and hundreds to tens of gallons of water shown on the dial with a black background. The sweep hand on the meter is a ten gallon sweep, so every time the hand moves from one digit to the next one gallon of water has gone through the meter. The meter shown above indicates that 369,206.7 gallons of water have gone through the meter.
- The most common culprit for water leaks are toilets. Hundreds to thousands of gallons of water can go down the drain from a running toilet over a month’s time. To check your toilet simply put a colored liquid (or leak detection tablets) in the top tank. Wait 30 minutes or so. If the color from the top tank appears in the bowl without your flushing the toilet you have water going down the drain.

The City does make leak adjustments on the excess sewer amount charged in some cases. When requesting a leak adjustment you will need to provide a receipt showing that the repairs have been done and were done in a timely manner. Only one adjustment is allowed over a 12 month period.
You may also request a pool fill sewer adjustment when filling your pool for the first time or filling your pool after repairing a pool leak once over a 12 month period. For a pool fill adjustment we require a receipt from the purchase of the pool or repair and a letter or evidence from the pool company stating the capacity of the pool in gallons.

Garbage pickup has two schedules.
- Mondays and Thursdays (residents closer to Highway 225)
- Tuesday and Fridays (residents closer to Spencer)
- Heavy Trash pickup starts every Wednesday.

You can purchase garbage bags for garbage pickup at any store that sells garbage bags. You can also purchase garbage bags at city hall in the Utility Department for $25.00 (plus tax) per box, ID required.

The city does offer ACH bank draft so that a customer can automatically have their utility bill paid from their checking account. The accounts which are setup for automatic draft will still receive a statement with wording on the statement to indicate that the account is set to be paid by draft.Tax Office and Utility Billing
The bank draft accounts are drafted on the 20th of each month. To set up your account for automatic draft simply fill out the draft request form and include a voided check or banking information sufficient to set up the draft. -
The city accepts VISA, Master Card, and American Express. The City does not accept Discover Card for utility payments. You can pay at the Collections Department in City Hall or at the City Hall drive-through during working hours, or online at the City's website. The city offers a $50,000 exemption off the value for granted over 65 and disability exemptions. For example a house valued at $120,000 with a homestead exemption and over 65 or disability exemption would be taxed as follows.
- $120,000 x $.20 = $24,000
- $120,000 - $24,000 = $96,000
- $96,000 - $50,000 = $46,000
- $46,000 x $.7200 / $100 = $331.20
The city also has a tax ceiling in effect which places a cap on what a resident who has an over 65 or disability exemption will pay for property taxes.

Registered Sex Offenders

Megan's Law was enacted on May 17th, 1996. Megan's Law mandates that a county be notified of child offenders residing there and residents have access to that information.Registered Sex Offenders
On Friday July 29, 1994, 7-year old Megan Nicole Kanka disappeared. With the promise of a puppy, her neighbor lured her into his home where he raped, strangled, and suffocated her. Her body was stuffed into a plastic toy chest and dumped in a nearby park. Megan had been killed by a two-time convicted child offender who lived across the street from the Kanka home and was sharing his house with two other convicted sex offenders he met in prison.
This brutal attack is what prompted the first local state legislation and what is attributed for the federal involvement in creating the law now referred to as Megan's Law. This legislation was a landmark event and was a great move forward toward securing the protection of our children. -

Before you call a plumber, always give the Public Works Department a call. We will send our sewer maintenance crew out to check the sewer main. It is possible the problem could be a blockage in the sewers main line. If that is the case our crews will clear the line and alleviate the problem therefore saving you the cost of hiring a plumber. Give us a call and let us check it out. If the sewer problem is on the cities side we will fix the problem. If the problem is on the homeowners side we will notify you and inform you that, yes, you need to call a plumber. Give us a call first at 281-478-7270.

Fill out the Culvert Request Form and submit it to the public works department. After your information is reviewed by the Engineering Department you will be contacted with information concerning what size culvert you need to purchased. Please do not purchase any culvert material until after we contact you. After the culvert material has been purchased and delivered at your home, contact the Public Works Department and a work order will be issued for our Street Maintenance crew to install the culvert at no charge to the resident. Start by filling out the Culvert Request Form (PDF).

Old appliances should be placed at your street curb on your second scheduled trash day. For example if your trash is picked up on Mondays and Thursdays you would set the appliance out on Thursday. Be sure to secure doors on refrigerators, freezers, stoves, etc. to prevent children from getting inside. Either remove the doors completely or secure with duct tape or rope.Public Works

The City of Deer Park no longer installs speed humps on any street within the city. Though some streets in town do have existing speed humps, since there installation it has come to our attention that the speed humps prevented our street sweeper from being able to clean the street. It was also noticed that the speed humps could interfere with drainage during rain storms. Therefore we are no longer installing new speed humps. If you are having problems with vehicles speeding down your street you should contact the police department (281-479-1511) and ask if they can patrol the area more often.Public Works

The Fire Code is a group of fire safety requirements that are developed to protect a specific type of operation, to protect the occupants of a building from fire, and to reduce the potential for a fire to start. These requirements are developed based on information gathered from around the country where fires have been in the past. A significant amount of investigation and research is conducted to determine the actual cause of fire before an item becomes a part of the Fire Code. Once the Fire Code has been adopted by a city, it becomes the City Ordinance that regulates fire safety. Failure to comply with the Fire Code can result in citations and fines. There are two general reasons why fire/safety inspections are conducted. (1) To ensure that any building in which the general public enters for business, entertainment, social, religious, or other purposes is maintained in a fire safe status. (2) Fire safety inspections provide the owner/occupant of the building an indication of fire/safety hazards so they may correct the hazards to reduce their liability and potential for loss due to a fire.Fire Marshal

If a violation is found that is a maintenance related problem, the Fire Inspector will provide a date (generally 30 days) to correct the violation. If the violation can be corrected during the inspection, it will be noted on the inspection form that the correction has already taken place. If a violation is found that will require the alteration or installation of new equipment or safety features, the Fire Inspector will indicate this on the report, and provide a date to submit a written proposal to the Fire Marshal's Office that will include an anticipated date that you can make the necessary corrections. Each written request is evaluated on a case-by-case basis depending on the type of repair/installation that is needed. If the request is within a reasonable time limit, and a reasonable level of safety can be maintained, an extension to comply will generally be granted.Fire Marshal

Once a Fire Inspector notifies you of a fire code violation, they will notify you and issue an inspection report requiring the conditions are corrected immediately. The Fire Marshal's Office will make every effort to work with the building owner/occupant to bring the building into compliance without having to take further legal action. The requirements to install a fire alarm system are based on several factors that are found in current buildings (as well as buildings being built). These factors include the type of building classification, the number of people that can be in the building (based on maximum number of people), and size of the building. A fire alarm system is considered a life safety system. It is designed to operate automatically when either a manual pull station is activated or when smoke is detected by a smoke detector. Upon activation, it will notify the building occupants by flashing lights and a loud sound to evacuate the building. The requirements to install a fire sprinkler system are based on several factors that are found in current buildings (as well as buildings being built). These factors include the type of building classification, size of the building, and the contents of the building. A fire sprinkler system is considered a life safety system. It is designed to operate automatically when a certain amount of heat at the ceiling level activates a sprinkler head and causes water to flow. This water flow will either completely extinguish a fire or hold the fire from progressing further until the fire department can arrive. National Fire Protection Association statistics indicate that in almost all cases, only one or two sprinkler heads activate when a fire actually occurs. The occupant load for a building is based on the number of people that can be in a specific area of a building. It uses the actual square foot of a room or area multiplied by a factor indicated in the Fire Code for that type of room use. The total occupant load for a building is calculated by adding all of the various room/area occupant loads together. Certain types of rooms are exempt from calculation, such as a bathroom, because the bathroom would normally be occupied by someone from one of the other calculated rooms. The occupant load indicator listed in the Fire Code is different for different types of room uses; for example, an area used for an office does not need as much room as a room where manufacturing equipment is used. The seating area of a church with fixed pews is different from the seating area of a restaurant. I just started a business and moved into a new building, what do I have to do? You must obtain a Certificate of Occupancy or a change in occupancy. In order to get this certificate, you must call the Fire Marshal's Office and schedule a Fire Inspection for a Certificate of Occupancy. An inspection is required because buildings are built based on the contents or operations to be performed inside the building. When the occupancy changes, the Fire Inspector has to check to make sure the fire protection related constructions features of the building are consistent with the new occupancy and it contents and operations. You will be advised at the time if additional fire protection systems or fire resistive construction must be added based on your operations. If the building is found to meet the fire code for your occupancy requirements, the Certificate of Occupancy will be granted. Fire Department units are dispatched according to information received by the 911 operator. The Deer Park Volunteer Fire Department thinks pessimistically when they respond to citizens in need of help. In other words, the firefighters are prepared to deal with the worst that could happen. They are fast, well-trained and pleasant in their response. A computer selects the closest unit to respond to an incident. The Fire Department's philosophy is to get our firefighters there as soon as possible. In preparation for the worse-case scenario, an ambulance often is dispatched as well. The first unit on the scene may not be an advanced life support unit (a unit with paramedics). Therefore, such a unit also will be responding. There may be four Fire Department vehicles on the scene for what appears to be a "simple" incident. However, in emergency services we have learned that if we assume something is "simple," we can be horribly mistaken. Plus, we respond as fast as we can, prepared to encounter the worst. This is called "venting the roof." There are two basic reasons for this practice. Dangerous gases and dark smoke accumulate in a burning building. Unlike the movie version of fires, it is impossible for firefighters to see in such an environment. When a hole is made in the roof because the building is "vented," the smoke and gases escape because heat and smoke rise. It makes it much easier for the firefighters in the building to see. It also reduces the possibilities of backdraft and flashover. Another reason for venting the roof is to see how far the fire has progressed. One of the fastest avenues through which fires spread is the attic. Heat and smoke rise into the attic where the fire can move quickly. Your time is a precious commodity and as a Deer Park Volunteer Fire Department member you will be afforded the opportunity to serve your community as a firefighter or as an Emergency Medical Provider. As a member of the EMS group you will be placed with a mentor for six months to demonstrate skills and learn department protocol. The City of Deer Park offers its volunteers opportunities to expand their EMS and fire training through area colleges, fire training schools, and the prestigious Texas A&M Fire training school in College Station, Texas. The City of Deer Park is a member of the Texas Emergency Services Retirement System, which provides pension, disability, and survivor benefits for the firefighters, and emergency medical services personnel who volunteer their time. After 15 years of pension credit you will be allowed to receive these retirement benefits. Deer Park gets surface water from Trinity River via Lake Livingston. This water is purchased from the City of Houston through the Coastal Water Authority. The City of Houston provides an assessment bimonthly of the water that comes from the reservoir, located north of Lynchburg Landing. The water quality assessment aids in planning the proper treatment of the water. Besides surface water, the City of Deer Park maintains three wells on standby. These wells could be used on an emergency basis if the raw water supply should be interrupted for any reason. Before you call a plumber, always give the Public Works Department a call. We will send our sewer maintenance crew out to check the sewer main. It is possible the problem could be a blockage in the sewers main line. If that is the case our crews will clear the line and alleviate the problem therefore saving you the cost of hiring a plumber. After your information is reviewed by the Engineering Department you will be contacted with information concerning what size culvert needs to purchased. Please do not purchase any culvert material until after we contact you. After the culvert material has been purchased and delivered at your home, contact the Public Works Department and a work order will be issued for our Street Maintenance crew to install the culvert at no charge to the resident.

After a patrol officer conducts an initial investigation and writes an offense report, the report is approved by a patrol supervisor and forwarded to the detective supervisor for assignment. This may take a day or two in itself, longer if a holiday weekend is involved. Moreover, detectives maintain a caseload assignment that averages 35-40 cases a month. If a new case has little or no investigative "leads", it will not usually take precedence over a case with more workable information.
