Chief Officers - Effective 10/1/2024

Chief: Phillip Arroyo

Chief Arroyo became a member of the Deer Park Volunteer Fire Department in 2008.

Since then, he has held various positions as a fire line officer, most recently serving as the Assistant Fire Chief and Training Chief for the past eight years. He has earned two Bachelor of Science degrees and a Master of Science degree. Additionally, he is recognized as a Master Level Firefighter by the Texas Commission on Fire Protection and the SFFMA. He also holds the Certified Fire Executive (CFE) designation from the Texas Fire Chiefs Academy and the Fire Service Chief Executive Officer (FSCEO) certificate from Texas A&M. Furthermore, he is a graduate of the SFFMA Fire Chiefs Academy and is board certified as both a Certified Safety Professional (CSP) and an Associate Safety Professional (ASP).

In his current role, Chief Arroyo functions as a public service officer responsible for overseeing the operations of the fire department.

Assistant Chief: Patrick Morris

​Patrick Morris joined Deer Park Volunteer Fire Department in 2014.

Since joining the department, he has held several officer roles including Vice President, Station 1 Fire Lieutenant, and Station 1 Fire Captain. He is certified as an industrial Emergency Response Specialist through Texas A&M Engineering Extension Service (TEEX) and is expected to graduate in October 2024 with a Bachelor of Science in Fire Administration. 

​In his current capacity, Chief Morris is tasked with the operational readiness of the fire department's fleet and its members, along with ongoing officer development. Additionally, Chief Morris serves as the department's training chief, coordinating training sessions and maintaining the department's training records.

Station 1 Deputy Chief: Keith Vasquez

Chief Vasquez joined Deer Park Volunteer Fire Department in 2007.

​During his 15 years of service he has served on the DPVFD Executive Board and as Fire Captain at Station 1 and Station 3. 

He is certified as a Firefighter I and Fire Instructor I with the State Fireman and Fire Marshal's Association of Texas. 

​In his current role, Chief Vasquez oversees Station 1 personnel and ensures the readiness of all station equipment.

Station 2 Deputy Chief: Kenneth D'Alessandro

​Kenneth D'Alessandro joined Deer Park Volunteer Fire Department in 2015.

Since joining, Chief D'Alessandro has held the rank of Executive Board Officer, Station 2 Fire Lieutenant, Station 2 Fire Captain, and Honor Guard. He is also a Fireboat Captain for the Port Houston Fire Department.

Chief D'Alessandro has a Bachelor's degree in Business Administration with a concentration in Human Resources Management. Additionally, he is certified as an Intermediate Structural Firefighter by the Texas Commission on Fire Protection. He is an EMT-B and holds certifications as a Hazmat Technician/ Incident Command, Fire Officer 2, Fire Instructor 2, and Incident Safety Officer. 

​Chief D'Alessandro oversees the operations and personnel of Station 2 and is responsible for maintaining the department's communication systems, Santa Around Town, and both apparatus and hose testing.

Station 3 Deputy Chief: Max Archer

Chief Archer joined DPVFD as a second generation firefighter in 2015. 

Since joining the department, Chief Archer has served as a Fire Lieutenant and a Fire Captain and holds the rank of Engineer-Operator at a local career fire department. 

​Chief Archer has a Bachelor's degree in Political Science, Master's Degree in Communication Studies, and is certified as an Intermediate level firefighter with the Texas Commission on Fire Protection. He holds certifications as Driver/ Operator, Fire Officer, Fire Instructor, and Incident Safety Officer.

​Chief Archer oversees Station 3 personnel and is responsible for the department’s personal protective equipment (PPE).
