Meeting highlights
January 28, 2026, Meeting
Meeting originally scheduled for Jan 26th was moved to Jan 28 due to winter storm issues. The board met and approved their minutes and received information that the Economic Development Corporation Report to the State Comptroller for FY 25 had been submitted. They also approved their quarterly report for period ending October 1, 2025, and December 31, 2025. Kenny Walsh, Director of Parks & Rec discussed the current and future status of DPCDC projects for October 2025 - December 2025. The next quarterly meeting is scheduled for April 27, 2026, at 5:30 pm.
October 27, 2025, Meeting
Recognition of service was given for departing members: Doug Burgess and Layla Ford. Introduction of two new board members: Dr. Tiffany Regan and Elizabeth Delgado. Election of officers was held by motion and a second to keep the officers the same as current. Motion passed. Quarterly reports were provided. Board adopted the Annual Investment Policy. Motion was passed to move the next meeting time from 5:30 to 6:15 pm on Jan 26, 2026 due to MLK holiday.
July 28, 2025, Meeting
The proposed FY 25-26 budget was approved and will be submitted to City Council for approval. Parks & Rec Director Kenny Walsh provided the status of the DP CDC projects for April 2025 to June 2025. The next meeting is scheduled for October 27, 2025, at 5:30 pm. Layla Ford and Doug Burgess announced that this would be their last meeting as they will be leaving the board. At the October meeting, they will be honored with a plaque for their service.
January 27, 2025, Meeting
The board met and approved their minutes and received information that the Economic Development Corporation Report to the State Comptroller for FY 24 had been submitted. They also approved their quarterly report for period ending October 1, 2024, and December 31, 2024. Kenny Walsh, Director of Parks & Rec discussed the current and future status of DPCDC projects for October 2024 - December 2024. Mr. Walsh also presented the Dow Active Complex (DAC) new business plan to the CDC. It will be presented to City Council for approval in February 2025. The next quarterly meeting is scheduled for April 28, 2025, at 5:30 pm.

Election of officers was held by motion and a second to keep the officers the same as current. Motion passed. Quarterly reports were provided. Motion was passed to move the next meeting time from 5:30 to 6:15 pm on Jan 27, 2025.
July 22, 2024, Meeting
Bill Patterson joined the board for his first meeting. Faylene DeFrancis was appointed to fill the position of Secretary at the July meeting. The proposed FY 24-25 budget was approved and will be submitted to City Council for approval. Parks & Rec Director Kenny Walsh provided the status of the DP CDC projects for April 2024 to June 2024. The next meeting is scheduled for October 28, 2024, at 5:30 pm.
May 7, 2024, City Council Meeting relating to DP CDC
William "Bill" Patterson was appointed by City Council to take Justin League's place on the board for his remaining term. The position of Secretary will be filled at the next regular CDC meeting.
April 22, 2024, Meeting
At the April 22, 2024, meeting Board Member Justin League was recognized for his service to the board as he steps down to become a City Councilmemb7/+6er starting in May 2024. The preliminary budget for 2024-2025 was presented. 
August 2023 Meeting
City Secretary Angela Smith was reappointed to be the Assistant Secretary and Finance Director Nicole Ganey was reappointed to be the Assistant Treasurer at the CDC's August 2023 quarterly meeting. During their August 17, 2015 meeting, the Board elected officers, reviewed and passed their bylaws and discussed meeting dates and times for the next year. Georgette Ford (front left) was named Vice President, Sue Mauk (front right) was named Secretary, Jeff Lawther (back left) was named Treasurer and T.J. Haight (back right) accepted the position of President.
On February 26, 2015 the Deer Park City Council adopted Ordinance No. 3706 calling a special election on May 9, 2015 to submit a proposition on the question of the adoption of a Type B economic development sales and use tax for public park purposes and events at the rate of one-half of one per-cent.
On May 9, 2015, the voters of the City of Deer Park voted and approved the Type B economic development sales and use tax.
On June 17, 2015, the City Council passed a resolution creating the Deer Park Community Development Corporation (a Type B Corporation), and the group held its first meeting - a joint workshop with the Council - on July 30.
As approved by the voters, the tax to be collected would support the following projects:
- $1,500,000 for the replacement of the restroom facilities in Dow Park with a new pavilion structure that includes a stage, restrooms, and a concession stand (More Info);
- $6,000,000 for the renovation and expansion of the Community Center and Gym to include an indoor pool (More Info);
- $2,000,000 for the expansion of the existing Maxwell Center and parking lot (More Info);
- $3,000,000 for the renovation of baseball fields including but not limited to the Spencerview Sports Complex (Durant Fields - More Info);
- $3,000,000 for the renovation of the girls softball facilities at the Youth Sports Complex (More Info);
- $4,000,000 for the development of soccer fields (More Info); and
- $500,000 for the development of hike and bike trails (More Info).
